  15.            LETTER FROM THE PRESIDENT AND VICE PRESIDENT
  16.       IN ANNOUNCEMENT OF WHITE HOUSE ELECTRONIC MAIL ACCESS

  19.      Dear Friends:

  21.      Part of our commitment to change is to keep the White House 
  22. in step with today's changing technology.  As we move ahead into 
  23. the twenty-first century, we must have a government that can show 
  24. the way and lead by example.  Today, we are pleased to announce 
  25. that for the first time in history, the White House will be 
  26. connected to you via electronic mail.  Electronic mail will bring 
  27. the Presidency and this Administration closer and make it more 
  28. accessible to the people.

  30.      The White House will be connected to the Internet as well as 
  31. several on-line commercial vendors, thus making us more 
  32. accessible and more in touch with people across this country.  We 
  33. will not be alone in this venture.  Congress is also getting 
  34. involved, and an exciting announcement regarding electronic mail 
  35. is expected to come from the House of Representatives tomorrow.

  37.      Various government agencies also will be taking part in the 
  38. near future.  Americans Communicating Electronically is a project 
  39. developed by several government agencies to coordinate and 
  40. improve access to the nation's educational and information assets 
  41. and resources.  This will be done through interactive 
  42. communications such as electronic mail, and brought to people who 
  43. do not have ready access to a computer.
  44.      
  45.      However, we must be realistic about the limitations and 
  46. expectations of the White House electronic mail system.  This 
  47. experiment is the first-ever e-mail project done on such a large 
  48. scale.  As we work to reinvent government and streamline our 
  49. processes, the e-mail project can help to put us on the leading 
  50. edge of progress.

  52.      Initially, your e-mail message will be read and receipt 
  53. immediately acknowledged.  A careful count will be taken on the 
  54. number received as well as the subject of each message.  However, 
  55. the White House is not yet capable of sending back a tailored 
  56. response via electronic mail.  We are hoping this will happen by 
  57. the end of the year.

  59.      A number of response-based programs which allow technology 
  60. to help us read your message more effectively, and, eventually 
  61. respond to you electronically in a timely fashion will be tried 
  62. out as well.  These programs will change periodically as we 
  63. experiment with the best way to handle electronic mail from the 
  64. public.  Since this has never been tried before, it is important 
  65. to allow for some flexibility in the system in these first 
  66. stages.  We welcome your suggestions.

  68.      This is an historic moment in the White House and we look 
  69. forward to your participation and enthusiasm for this milestone 
  70. event.  We eagerly anticipate the day when electronic mail from 
  71. the public is an integral and normal part of the White House 
  72. communications system.
